Can AGOL Viewer users who have been assigned Tracker license not only view but also record and share their own location in Tracker/Field Maps mobile app?

Yes, any role/user-type can record tracks as long as they have the ArcGIS Tracker license assigned to their account and they have the privilege to view content shared with the organization.
The license is not required to view tracks. A user must have the the "view location tracks" privilege to view other users tracks through a track view.
So if a user has a license and both privileges, they can upload tracks as well as view tracks.
