what causes records to be excluded from inbox?

I have a survey that crews are using for a couple of kinds of inspections. Recently crews have been using it for a different kind of survey and we are finding that those surveys don't seem to be available in the inbox. The survey has a main set of questions that are about the property being visited, then inspection specific information is collected in a repeat; all required fields in the main set of questions are being answered. Any thoughts on why that might be the case?

What you put here determines what appears in the Inbox:

Beyond that, everything appears in the inbox... assuming they remember to hit Refresh
