Publishing Survey fails to delete service item

Overwriting an existing survey, from Survey123 Connect for ArcGIS, and it gets hung up when trying to delete service item.

I have tested and this only happens if the feature layer is added to webmap. Must all feature layers be removed from webmaps before overwriting the a published survey?
