Privileges Required to Upload Template to Survey123 for Reports - Manage Templates in not being shown

One of the users in ArcGIS Online has been assigned a Creator user-type and a Publisher role. When they go to the Report tab, the Manage Templates is not shown. 

According to Understanding User Types: A Survey123 for ArcGIS Guide  A Creator User Type is what the user needs if they want to publish new surveys, upload new survey report templates, generate batch survey reports, and manage survey webhooks. So why can't they see the Manage Template when they go to the Report tab?

Hi @EhsanKafai ,

The Manage Template dialog will only be available for the survey owner or the organization's admin.
