Preparing ESSRI basemap for offline use

Hi there,

I am trying to use NZ imagery and/or World Imagery for an offline usage in Survey123 using the Arc Pro "Create Map Tile Package". I am getting the following error.

I can't use the Download Map option as suggested in this post because I need Max level details upto 16 or 1:10,000.

My question 

1)Is it possible to take the entire (Country) basemap for offline usage in Survey123?

2)If yes How?

3)If no what arethe alternative for this?
