Is it possible to share ONLY ONE submission to others?

Hello,  

I am using Survey123 to create a permit request form for our parks. The survey is consistent of different sections because different people will have to sign the request to approve it. 

Obviously, applicants can open the link and see a page like this and complete the survey. 

When a request is submitted, our staff need to open the request and edit it. 

Now here is my question: Is there any way that we can create a link for ONLY THAT SCEPECIFIC submission to be edited so our staff would be able to edit the survey in a page like this:

You can use URL parameters to edit a record in the survey. The most common methods are to use a pop-up or dashboard to create the URL for you.
