I created a Survey and two groups, one group called "Survey - Submitters" and anther called "Survey - Reviewers".
The submitters can only insert data The reviewers can insert, update and delete data.
Is there a way I can assign these 2 groups to the Survey? Do I need to duplicate the existing survey and name the new one "Survey for Reviewers"?
I checked under Collaborate and I did not find a way to add a way two groups with different access, insert only and isert,update,delete.
I created a Dashboard following this post, and I am looking for a way to grant update and delete access to the Reviewers.

You could try creating a view layer of your surveys hosted feature layer. You should be able to turn enable editing and allow update and delete on the view layer and use this in layer in your Dashboard for the reviewers to access.
I make all of my View layers through Portal. Then make surveys on top of those View layers through Connect (if applicable). You can customize groups and access on those View layers within Portal.
