Data from choice filter clearing when in inbox

The issue is appearing when a survey is submitted and then sent back into the inbox of the initial submitter. The data from the field with the choice filter is clearing out when in the inbox. (reference STR_BodyExtension below)
The choice filter is currently written like Type=${STR_DSGN_Type} for a select_one_from file
We've also tried selected(${STR_DSGN_Type}, Type) for the choice filter - the same issue persisted.
${STR_DSGN_Type} is being calculated from a pull data/csv (select_one_from_file).
Why is this clearing out?
