Corrupt Surveys when submitting data

We have a Survey created from ArcGIS Server feature service.  As more inspectors start entering data we are noticing that some surveys with multiple attachments are getting corrupted when trying to submit.  A survey may have 6 photos, the submit will get to attachment 4 then hang.  Once this happens we can't get back into the survey or submit it again.  Cell coverage may be an issue in some cases but wanted to see if anyone had come across similar issues.

Hi Dion 

Can you confirm the following:

1) The device you are using (model and OS version)

2) Ther version of Survey123 you are using

3) The version of Portal and ArcGIS Server you are using

4) Whether the feature service supports AttachmentsByUploadID?

We made some improvements in this area, so if any of the attachments fail, then the survey should not be submitted. But this functionality depends on the service having the AttachmentsByUploadID capability enabled.

The field inspectors are using Samsung Galaxy Android Tablets running Survey123 version 2.7.98

We are running ArcGIS Server 10.4.1.  We are publishing the Feature services from ArcGIS Server to ArcGIS Online as Feature items.

For the feature service, "Supports ApplyEdits by Upload ID is True".

I do have a copy of the Log file from Survey123 off one of the tablets if that would help.
