Hi Team,
We run both Enterprise and multiple ArcGIS Online portals and have various surveys in each environment. However, teaching our users to use the right one for different S123 forms is a bit of a challenge. Ideally, having the capability to sign in on multiple portals would (I think) simplify that user experience.
