User role other than Administrator to publish StoryMaps publicly?

Are there any roles other than administrator that can publish public storymaps? It would be useful for a user in our organization to be able to do this, but there is no need for additional administrator rights.

The user is currently set with user type: Creator and Role: Publisher, but they are only able to publish the updated storymaps internally in our organization.

This is an organization setting where you can set only administrators to make content publicly available:

If it is enabled, the user account will need to be an administrator or a custom role with the privilege to 'Share member content with public'

Honestly, I would recommend not enabling all members to share content publicly. Depends a lot on your organization and data, but it's generally better to have a review process in place and then transfer to a public-facing user account. A 'Toronto Hospitals Map' from 'TorontoCityCouncil' looks way better than 'Hospitals Map' by 'Nellie Sofie' when viewed by the public, etc. Loads of good blogs on this topic.
