Navigation causing behavior changes in Categorized Map Tour

In a story map with the Categorized Map Tour (3 categories with > 5 items) the ability to return back to the Category appears at the top of the map tour. This is a good thing.
But if Design > Navigation is active then the return arrow scrolls up and doesn't remain at the top of the map tour. The user experience is much better when Navigation is inactive.
Is there a way to use Navigation with the Categorized Map Tour that keeps the return arrow dialog at the top of the page?
