So I'm beginning the process of reproducing many of our old ArcGIS Online offerings from the older formats to the newer ones. Currently, I'm working on replicating a Classic ESRI StoryMap and running into some challenges

Using the info I gathered from this blog post (https://www.esri.com/arcgis-blog/products/arcgis-storymaps/constituent-engagement/mimicking-the-clas...), I learned you could mimic this style of layout using the Map Tour elements in the new ArcGIS StoryMaps. So I've made this:

Overall, it kind of works (I really don't like the limits on the color pallet / layout), but the challenge I'm really having is the first "map tour" (Public Auction Sales) is not honoring my established zoom levels. It defaults to maximum zoom level regardless of the what I set things to. Looking through the various information I've seen online, I've set things up as well as I can, but nothing seems to be working correctly.
Any input or guidance would be much appreciated.
