I am trying to use the add translation feature in Storymap's and every time I select add, there are no options showing up, even though I have it built in both language and just need to link them together.

Yes, translations are applied only on public StoryMaps content. So you would need to reshare them to Everyone to see the stories appear in the browser above.

Hi @HaileyTimmons, in order to connect translated stories, we expect that the connected stories are published to everyone. Can you please clarify if this is the case?

If they're in draft state or are privately published, then those are not supported for linking.

I currently have them both shared to my organization, do they both need to be public?

This seems like an unnecessary limitation. For example, if I am working on StoryMaps and translated versions within my organization, but it is not content we'd like to have public yet, how do we set up the Translations? We have to make everything public but we don't want to make them public yet until we have everything finalized and working properly
