No, you cannot label a raster.  The closest thing you could do would be to convert the raster to points and then label the points with the symbology null.

Jamal, the best you can do is to create a point feature at the point you are interest in, populate it with the raster value using the Extract Values to Points tool, and then label the point.

Check out this older post: How do I 'label' an elevation raster to see individual cell values

It references the Cell Tool: http://edndoc.esri.com/arcobjects/9.0/Samples/SpatialAnalyst/CellTool/CELLTOOL.htm

You will notice that the tool was written at 9.0.  You can add it into ArcGIS 10, but only the boundary tool will work.  There is a extent error with the other tools.
