Cluster/Group Point Data based on distance?

I have a point layer of 2800 maintenance locations in the state of Virginia.  I want to cluster these points into 2, 3, or 5 mile buffers.  For example I want to group many points around a center point with the points no more than 5 miles away.  I also want to do these using the least amount of 2, 3, or 5 mile buffers.  For example I want an output of say 500 buffers that represent the best possible and most effective grouping of the points.  The points are Not weighted they are just locations.

What tool would I use to do this?

Spatial Analyst?
Network Analyst?
Business Analyst?

I read that 10.1 beta has k mean clustering.  Is that a raster or vector output?  How many clusters does it group your data into.

Hi there!  Did you ever get an answer to this. I'm running into the same question...the biggest problem being that I just want my points to be grouped based on proximity - I have not weights or attributes that need to be taken into account.
