In the latest release of Citizen Problem Reporter, (V3 released November 2024), has anyone configured polygons to act as geofencing for requests? For example city limits, utility districts). We had this configured in our older app, but the AGOL update yesterday made the application unusable. This application had geofencing so that if someone tried to submit a request outside a boundary, it would alert them they were outside the service area.

Hi @Brian_McLeer can you share more about what behavior you are seeing that makes the app unusable and confirm if the app displaying the behavior is the Instant App included with the Solution? A support case would also be beneficial for us to take a closer look at the configuration. https://support.esri.com/en-us/contact

Hello @StephanieW, I should clarify the app I am referring is an older Citizen Problem Reporter that was deprecated after the 2/25 AGOL update. When trying to use it, the dialogue box below appears.

Screenshot 2026-02-27 114210.png

The old CrowdsourceReporter had category-specific geofencing built in. It could check what boundary a pin was in and then decide which request types were available based on that location. If someone was in the wrong service area for what they were trying to report, it would block the submission and show them who to contact instead.

The new Reporter Instant App added a boundary restriction option in the June 2025 AGOL update, but it only does a simple in/out check against one polygon layer. It can block submissions from outside the service area entirely, but it can't tie specific request categories to specific boundaries. There's no way to say "you're in a service area, just not the right one for this type of request."

So right now you can block people from submitting outside the overall service area, and you can show warnings with contact info for the wrong boundary using Arcade expressions in the form, but you can't hard-block category-specific submissions the way the old app did. That would require Esri to add that functionality in a future release.

Also the image above ties to BUG-000183047: "Some ArcGIS Solution items using retired ArcGIS Configurable Apps are prompting 'Retired Item Type'"

Thank you for clarifying, it would be good to cover this in ArcGIS Ideas for the product team to consider it in a future update.

Hi @Brian_McLeer Thanks for reaching out. Reporter Instant App currently validate whether a submission falls within a defined reporting boundary. It does not support tying specific request categories to different boundaries today. This is a great enhancement idea and something we can explore further.

If you have details on how you configured this in Crowdsource Reporter, feel free to share here or DM me. Happy to learn more from your setup.
