Business Analyst Address Locators: cannot modify

I am trying to modify the (4) address locators that come with BA.
When I try and save my changes I get this message:
    Unable to update the address locator
    Insufficient permissions for writing file...

Is this a Windows7 problem or a BA problem?
How do i fix

Aside: has anyone else run into these absurdly complex permissions issues on Windows7 which Msoft seem utterly unable to properly explain? Don't you just love Msoft's pathetic engineering?

Robert,

By design the locators with Business Analyst are protected against modification.  Can you let me know what type of modifications you were looking to make to the USA Geocoding Service locators beyond what is allowed selecting the Options button in Store/Customer Setup?

2. Don't need X,Y coordinates output (What use are these anyway?
    .. and there is a bug if you identify the address by pointing at the map)
3. Unable to add place name aliases

You get the drift. These changes are not major, but they are convenient.

You will need to navigate to the below folder path and right click on the USA Geocoding Service.loc and deseslect the read-only check box.  You should now be able to save your modifications.  I'd advise making a copy of the .loc just in case you would like to reset to the original.

C:\Program Files (x86)\ArcGIS\Desktop10.0\Business Analyst\Data\USA Geocoding Service.
