Attribute Rule alternatives in Citizen Problem Reporter?

Hello,

Is there a way to restrict where the maintenance "Request" Feature Layer is placed on the Citizen Problem Reporter web map? In our community we have overlapping jurisdictions for maintenance responsibilities and I am hoping to prevent requests being misdirected to the wrong agency.  My thought was to have polygons representing non- jurisdictional areas refuse the "Request" point by enforcing an attribute rule.  But, as far as I know AGOL doesn't work that way.  Any alternatives?  Thanks very much for the help.
