For the Special Event Operations solution deployed on AGOL, I want to add to the list of "Special Event Assets" accessible through the Special Event Site Map (web app below).

I added my desired value to the domain of the "Event asset type" field in the "Special Event Assets" layer:

I then opened the Special Event Site Map web map, opened the styles for the "Special Event Assets" layer, added the new value to the group, and assigned a symbol to the newly added domain value. I expected this to add the new value to the edit widget in the web app, but it did not.

Am I missing a step?

Please try the following-

1.  Open the SpecialEventAssets layer item details page.  Under "Open in Map Viewer", click the dropdown and choose "Open in Map Viewer Classic with full editing Control."  (See screenshot).

2. In the map viewer classic view, click the Edit button.
3.  At the bottom click Manage.
4. Click Add New Type of Feature.
5. Type in the name of the value to match what you put in the domain (Loading Zone).
6. Click Save Changes.

You may need to go into each webmap still and add the symbology for those layers.  Let me know if that works.

That did indeed work, thank you! When I opened the Site Map web map, the symbology I chose the first time was already there. The new asset was added to the Site Map web app.
