GIS Request Management - Survey123 user type

I spent hours configuring and deploying this solution on our enterprise only to discover that it's pretty much useless when it comes to users being able to fill out the surveys. 

We have the enterprise set up so that when a new user signs in, it automagically adds them as a viewer because we don't have "extra" contributor or editor licenses to assign to them. For them to be able to fill out the surveys, they have to be set to "everyone." That means that it gets shared as a feature service to the whole wide world. Which I absolutely do not want. 

So, I'm not sure if this should be a Survey123 idea or Solutions idea, but it's a problem for those of us that don't have ELAs.

My opinion is that this is a Survey 123 idea because this gets to a licensing issue with Survey 123 rather than a functionality issue. I don't think ESRI will change it because it will cut into their profit margin. This same basic issue also plagues the feature report functionality in S123 and I think there have been some Ideas regarding that for awhile now.

The unpublished public survey is the workaround which works for many applications but obviously not all.

Hello @JenniferBorlick - Yes this is a limitation of Survey123 and not something that the Solutions team has control over.
