Please create Bus/Transit line as well as related stops and timetables to the LGIM. Currently Transit routes are very hard to create, maintain and publish in the ArcGIS Solution and the entire industry would benefit if you have some of your local govt experts build solutions around the information model. Today there are very few solutions in creating, maintaining transit lines in the ArcGIS solution as Cartographic representations do not perform the large and small scale needs of transit publication to its customers.

Additionally provide the ability to export and import Google transit information (GTFS) as well.

I suggest to add such functionalities to Network Analyst to ArcGIS Desktop as well, as the network analyst should also be able to handle timetables in an easy way. Due to its specific characteristics, timetables could even become a special feature type with special import, editing and maintenance options.

This is not precisely what you asked for and is several years after you asked, but in the last few releases of ArcGIS Pro, we have been building out a toolbox for working with GTFS data:  An overview of the Transit Feed (GTFS) toolset—ArcGIS Pro | Documentation

The Transit Safety and Transit Outreach solutions include layers that model transit lines and stops in ArcGIS. In addition, they also included an ArcGIS Pro project that provides tasks that walk you through importing your transit lines and stops from GTFS.
