There are several mobile app solutions on top of the ArcGIS Runtime, but none of them are designed for the ArcGIS JavaScript API. For example, I was just in a Dev Summit presentation in which a brilliant Cordova Plugin was demonstrated to accomplish that. At this time the plugin demonstrated
is only for research purposes. There are many developers interested in seeing a Cordova plugin like that one provided by ESRI.
