The goal is to have a rubberband UI effect by performing something like SHIFT-click, highlight the area and get an Envelope back.

There is a Draw object and a DrawMode of Rectangle that you can use - take a look at http://resources.arcgis.com/en/help/runtime-wpf/samples/index.html#/Add_Interactively/02q20000003v00... for an example.
