While adding attachments to feature layer giving error

In feature layer I am adding image as a attachments but it is giving error

UserInfo=0x84784d0 {NSLocalizedFailureReason=Feature (ID: 1635) not found, NSURL=http://servername/ArcGIS/rest/services/DEVGIS/Violations/FeatureServer/1/1635/attachments?f=json, NSLocalizedDescription=Unable to complete  operation.}"

In my services has attachment is false.

If your services has attachment is FALSE then you cannot attach attachments. You need to make changes in your feature class and then republish service. Please go through enabling attachments documentation.
