Offline ArcGIS Local Tiled Layer deployment

I understand that it is possible to deploy .tpk files through iTunes file sharing does this method pass data over the internet at any time or is it only stored locally pc/ipad?

The file only stored locally on PC/iOS device.

Just a reminder, to turn off iCloud syncing for that app, unless you want all that data uploaded.
