Offline Routing Data Creation Tools

I downloaded and successfully got the offline routing sample app to work on my device.  Now I want to use my own data.  How do I create the network dataset for the android.  Appears that it is inside a GDB with a .geodatabase extension rather than the standard GDB folder structure on the desktop. 

Is there a tool to create the runtime files?

To do this you'll need ArcGIS Desktop 10.2.1 from the ArcGIS 10.2.1 Offline Data EAP Program, which is going to close in 2 weeks or so. This is not a public beta, however. You can apply, but it requires an approval process.
