A problem with export: layers option is ignored

ArcGIS Server 10.1

I'm trying to set specific layer ids for the export via
/arcgis/rest/services/<ServicName>/MapServer/export

For the Layers option I'm setting layer ids, e.g.
show:387,378
This gives layers=show%3A387%2C378 in the resulting url

However this option is ignored by the ArcGIS Server
Any hint is appreciated
