WebEOC Connect to ArcGIS API Issues

Good Morning! I hope someone can help us out.  We have WebEOC installed locally on one of our servers.  During Hurricane Florence we purchased the ArcGIS extension for WebEOC and successfully set it up to push/pull data between ArcGIS Online and WebEOC.  Everything was great until ESRI announce a security change last spring and now we can no longer connect to ArcGIS Online.  We contacted the vendor for support and this is what they said:

"As you are a locally hosted client, you will need to ensure that your operating system is properly configured to use TLS 1.2. In April 2019, Esri changed their access and required all servers to only use TLS 1.2 to communicate with their systems. In order to turn on TLS 1.2, certain registry keys and patches are required for .NET 3.5. Check if following registry keys exist, create them if they don't and restart the application that uses .NET 2.0/3.5"

We have installed the patches but every time we enter user credentials for the ArcGIS API settings (in WebEOC), it tells us "The credentials you entered are invalid. Verify your credentials and try again. An unexpected error occurred on send."  The credentials are valid using an administrative level user so not sure why we are getting this error.  Any help would be deeply appreciated.  We are stumped.
