I have been hearing from the users , They unable to see the projects with Wi-Fi and some times cellular data connectivity for download . Is there issue with it ?

Can you confirm some information for us?
- Is it that the download gallery is not showing any projects for download?
- What devices and operating systems are affected?
- Are you using ArcGIS Online or ArcGIS Enterprise?
- Are the devices using a VPN to connect to the internet?
