Someone Knows how to add annual drif magnetic declination to a layout in ArcMap to include as text below the topografic North Arrow?

If you have Production Mapping, here is what I would do.

Create a point feature class that represents the center point of each map.  Using the Magnetic Calculator (ArcMap) or Calculate Magnetic Components (Pro) you can add the annual drift and other magnetic values as attributes on the feature class based on the date you chose.  

Once you have the value it is up to you how you add it as text to the layout.  Here are a couple of options:
