Why isn't CIMStandaloneTable a subclass of CIMDisplayTable?

The CIMSpec suggests that CIMStandaloneTable is a subclass of CIMDisplayTable.
In the SDK though, it's a subclass of CIMDefinition:
CIMFeaturetable and CIMRastertable look ok.
