Dynamic neatline

Is it possible to create dynamic neatline with ArcGIS Pro. I need this blue line which is based on map grid. I could only think of obtaining the coordinates of the map and drawing the individual blue rectangles into the blue lines according to them. But so far I'm only able to find out the coordinates of the camera. Does anyone have a better idea how to handle this situation? Can you please advise me how I can find out the coordinates (for example the upper left corner of the map) of the layout?
