Why do the Esri tutorial project packages from All Portal or downloaded directly from the site fail to open in ArcPro?

I'm trying to go through the Esri ArcPro tutorials, but whenever I try to open their project packages (whether downloaded or from All Portal), they either say "Failed to open project", or "Unpacking project" and then still never opens. Does anyone know why this is happening?
