Where is the snap to layout guide on/off toggle located

Pretty simple question, I can't find anything that tells me where this toggle is.  I know ArcMap had it.  Has it been removed in Pro?  I need to turn it off to do some really close in high traffic placement of layout items.

On the status bar:

You can temporarily disable snapping by holding down the space bar.

The other solution is the obvious one and likely solves for most folks. However, I did find a small glitchy issue where my scale bar kept looking like it was snapping to something. 

For some reason when adding a background color to the scale bar it messes with the position setting...  

The scale bar appeared to be snapping despite snapping being off and trying space bar. It’s not a snapping issue. Click on scale bar/properties/placement/position  then select the middle box for position. This fixes it.
