I created this graphic (see solution) to have a quick visual of all the elements in a legend. I find them confusing, so this helps me locate them. There are some other random legend how-to items, as well.

I don’t think you can do this for individual layers, but open the properties for the whole legend.
I’m not sure if there is an option to force a legend into horizontal or vertical orientation. If the legend has enough width, Pro will create additional columns for items when it runs out of vertical room. For an individual layer, select it and in the properties, set the type to horizontal:
Once it’s horizontal, it should be in multiple columns if there is more than one patch for it (e.g.: unique values renderer). Thus, I'm not sure if the “Keep in single column” checkbox applies to horizontal legend items, but you might experiment with that if that is checked.
