Can wemap retain zoom scale setup for data display and label display in arcgis pro project ?

Maybe. One thing you can try is opening the web map in PRO: 
This might retain your scale as close as possible. 

Web maps are limited to zoom levels, this is due to its tiling nature. while in PRO you can achieve specific zoom extents in between AGOL zoom levels.
