Web layer draws slow in Pro - and dashboard

Can someone help me find a prosessing-tool or other ways to make a featyre layer draw faster in Pro, Enterprise, Online, etc. 

I have a huge feature layer of my entire county that consists of 1,1 million polygons and is 132 MB in size. Because of the size of it, it draws very slowly in Pro, Enterprise, online, web layer, dashboard and experience builder. I need to have it Enterprise, and not Online, because of the size if it. 

In ArcGIS Pro I have tried simplify polygon, and it works a bit on the drawing time, but the quality of the map deteriorates when zooming to small scale. 

I have also tried to add a tile layer that shows in bigger scale (1:1 000 000) and the original feature layer appears when zooming to smaller scale (1:10 000). However the scale i need to show the original feature layer must be a certain size because of the ability to look at pop-up and other effects in the dashboard (at least 1:200 000). 

In the dashboard I have graphs and numbers that needs to update to the origianale layer.

Do you actually need to be able to access the features (say for editing etc) on Enterprise?  Because if not you can publish it as a map image service and it will draw faster. You can still enable popups etc. I did this with our flood zone layer and some others that didn't need feature services.

Can a map image service also be used in dashboard to connect with graphs and pie-charts etc?

I just did a quick test.  I was able to add a pie chart to a dashboard for my flood zone layer (which is a map image).

If you have access to these Vector Tile options, give them a try. You'll get a reasonably performant Vector Tile layer along with a service that supports popups.
