There's some sample netcdf data available here - Example netCDF files . I personally use the rhum.2003 data.

Simple open a local scene in ArcGIS PRo 2.6, Fo to Add Data -> Add Multidimensional Voxel Layer and add your file there. Further help on how to add voxel and work with are in the documentation - What is a voxel layer?—ArcGIS Pro | Documentation
