vector tile point symbols are wrong size when Windows Display Scale is set higher

I'm working on the map for the computer on the fire engine again, this time on some new hardware, using vector tiles generated into a package from ArcGIS Pro 2.9.5.  The old display was 1024 x 768, with Windows Display Scale set to 100%.  The new hardware display is 1920 x 1080, with Windows Display Scale set to 150%.  On the new display the points are not rendering at the correct size.  Points from some point layers are appearing larger than they should be, but points from other point layers are not.  At first I thought it was only the points that are made up of more than one symbol layer but even the ones with only one symbol layer are sometimes the wrong sizes.  We tried setting the display back to 100% because the client software using the ArcGIS Runtime can compensate and resize the control buttons accordingly, but then labels were too small.

What is ArcGIS Runtime doing with the vector tile point symbol spec to determine how draw a point when the display is scaled via a Windows setting?
