Utility network

Hi, could someone help me understand the Utility Network regarding the telecommunication 
network? I looked for tutorials but there is little on the internet or in any case it is
 not clear. I'd like to understand how a telecommunication network is created and managed 
with this fantastic tool. Thank you all
