Trying to filter change Map Extent properties

Good Morning, 

I have created a state map with information. I then insert a new layout, first, of the state, and then of particular counties I wanted to highlight. 

This was working fine until I realized I wanted to whiteout the counties which are not the focus (purple Xs in the picture attached). However, when I try to do this, it affects all the map frames. 

Is there a workaround for this?
