Trouble with Route Layer in Network Dataset

I'm not sure what I'm doing wrong, I've been troubleshooting for a while now, but I am unable to get my Network Dataset to create a successful route layer. I thought it might be how I set up my network, but the junctions all look pretty good, so I must be missing something, I've tried using the junction points as stops as well as imputing my own and neither seems to work. Any ideas?
