TPK is not created with high Zoom levels past 16

I am trying to build a TPK.  It is a aerial basemap with some roads and labels added.  Everytime I build the TPK choosing JPK and zoom 19.  The basemap completes but it has only built to zoom levels Zoom 16.

I have tried using IMG raster and also a enterprise geodatabase raster and same result only zoom level 16. 

What could be causing this to occur?

What is the GP tool that you are using?

What version of AcGIS Pro?

Are there any warning or error messages from the tool?
