Topology Workflow / Reshape Tool

I'm having some trouble with the reshape tool. Doing some simple topology just trying to get rid of any gaps. I'm intersecting the feature twice but it just doesn't seem to work. I've used it many times and don't understand why this isn't working and its **bleep** me off.

So here is the first intersection:

Any tips on why this doesn't work? Or a suggestion on how to go about solving these topology issues?
