I have a map layout with a .tif raster mosaic I am trying to export to a .pdf. When I export the layout, how I normally do, the .pdf ignores the min/max stretch symbology I added to the raster and reverts back to the default stretch ArcPro applies when loading the raster into the map. This issue has happened to me in the past, but does not happen every time. I don't want to convert the file because I don't want to chance losing any resolution or georectification. I've attached two files: one showing a screenshot of the ArcPro layout of how I need it to look vs. how it looks once it is exported to .pdf.

Hi, there have been some bugs related to this in the past. Can you confirm what version of Pro you are using?

I am using 3.6.2
Although you don't have a basemap, you might be running into BUG000160964 which is connected to raster tiles displaying differently at export scales. I'm not 100% sure. If you could contact Tech Support, they should be able to confirm.
Thanks for the info! I am using the Esri World Imagery basemap on this, the project area is just in the ocean so it looks blank. The sonar mosaic raster on top of the basemap is what was giving me issues though. And it seems like it was only producing this bug when setting the raster symbology to RGB. When I use Stretch symbology and apply a color wheel the map exports as-is. This is an okay workaround, but I would prefer to use the RGB symbology since it better represents how my colleagues want the sonar image to look.
