the save as button in the symbol selector is greyed out, any idea why?

After installing ArcGIS on my new computer I can no longer save symbols.  The save as button is greyed out.  How can I change this?

ArcMap or ArcGIS Pro?  ArcGIS is the overall name for a variety of Esri products.
