Symbolise certain features on top of another layer without needing two layers?

I have a road polygon layer which needs to sit on top of a zone polygon layer. 

There are some features in the zone polygon layer which sit in the road polygon layer. Currently, I have a queried layer for the zone features which sit on top of the road polygon layer, and the non-queried layer which sits underneath the road polygon layer. This is so in the PDF maps, I was able to see all the zone layers which sat on top of the polygon layer.

I am now publishing these layers into an online web map, and it is too messy to publish the zoning layer twice. Is there a way to only use one layer, and have certain features sit on top of the road polygon layer?

No.  One layer cannot be configure to render some records above or below another layer.
