Swipe tool and labels

I'm using the Swipe tool in Pro 2.7.3* and wondering if this is normal. I thought Swipe basically worked against one layer at a time, based on whatever layer is selected in the Contents when you click the Swipe button. However, I noticed that it also seems to affect labels, regardless of whether or not the label's feature class is hidden. Does anyone know if this is by design, and if so, is there a way to change this setting? 

 

* This may be true in other versions of Pro too, but I just noticed it after I upgraded.

Erik - I'm seeing this at ArcGIS Pro 2.8.0 as well.  That's rather strange that a Swipe operation for another layer would "swipe" away labels from another layer.  One workaround is convert your labels to an annotation feature class stored in your geodatabase.  BUT I would recommend you contact Esri Support Services to log this as a possible bug.  Thx!
