Split classes within a feature into multiple columns in a legend

Is there a way to split classes within a feature into multiple columns  in a legend?

Use case example: 

These (except for the project area) are all uniquely symbolized but joined by theme. I want all of the oranges in one column, all of the greens in another, etc.

Currently the workaround is to just make multiple copies of the layer and then add that to legend, so I was wondering if anyone had a more efficient way to do it.
